STORM collects annual membership fees to finance public education activities. All fees are due within 60 days of joining STORM and annually thereafter within 30 days after the start of the July 1st fiscal year. Voting members who are delinquent in their fees shall have their voting power suspended until such time as their fees are current. The STORM organization fiscal year shall be effective July 1 and extend through June 30 of each year.

Membership fees for municipal members are based on population from the most recent national census per the following schedule:
