Exactly. They'll wash into the storm drains. Leaves and grass clippings are natural in your yard but they are not natural to the storm drain system. In fact, yard waste is one of the top five stormwater pollutants in Arizona.

So what am I supposed to do with them?

Sweep and bag leaves and grass clippings or bag the lawn clippings as your mow. Then put out the bags for collection. Composting your yard waste is even a better option.
