Membership & Sponsors

STORM consists of both municipal and affiliate members as described below. Sponsors are entities that may or may not be members of STORM. For additional information about becoming a STORM member or sponsor, please contact a current Board Member by visiting the Contact STORM page.

Municipal Members

Municipal members are Municipal Separate Storm Sewer System (MS4) owners who have been identified by the Arizona Department of Environmental Quality (ADEQ) as requiring a MS4 stormwater permit under the AZPDES regulations. This includes both Phase I and II municipal permittees, as well as regulated permit holders that would not normally be considered municipal entities or traditional MS4 owners (such as Arizona Department of Transportation, Luke Air Force Base, Arizona State University).

To effectively reach residents and create a regional message, municipal membership in STORM is limited to MS4 owners within the greater Phoenix metropolitan area. Based on the 2000 Census, over 3 million of the state’s 5 million residents live in the greater Phoenix metropolitan area, providing a wide audience for regional education efforts. Representatives from other permitted MS4s located throughout Arizona are welcome to attend meetings and access resources and information generated by STORM.

Municipal members, through their Manager or Executive Officer, shall designate one individual to act as their voting member. This designation shall be submitted to the Board in writing and will remain in effect unless amended by the Municipal Member's Manager or Executive Officer. In the event of a voting member's absence, that individual may assign another individual to vote in their place. No absentee voting will be permitted.

STORM is owned and governed by its municipal members. Municipal members have the restricted use of the STORM name and logo.

Affiliate Members

Affiliate members are other jurisdictions or organizations that the STORM municipal members agree to include as affiliate members. The organization is governed by the municipal members; and as such, affiliate members are not allowed to vote on formal decisions made by the organization, but are strongly encouraged to be actively involved in monthly meetings and to take part in activities/events sponsored by STORM. Affiliate membership is not limited geographically to the greater Phoenix metropolitan area.

Sponsorship

Sponsors are entities that may or may not be members of STORM. While a sponsor is not required to obtain membership, STORM is willing to accept sponsorships in the form of monetary or in-kind donations (e.g., donation of booth space at a conference). STORM may solicit proposals for sponsorship for the fiscal year or for specific promotions, events, or materials. A minimum $500 monetary or in-kind donation value is required to be considered a sponsor.

Sponsors are selected and approved on a case-by-case basis by STORM municipal members based on the following key criteria:

  • Consistency of the prospective sponsor’s products, services, customers, and promotional goals with STORM's mission, messages, values, and priorities;
  • The prospective sponsor’s historical participation and association with the promotion of good environmental stewardship and continued willingness to participate;
  • Anticipated public perception of the association of STORM and the prospective sponsor;
  • The prospective sponsor’s regard for and demonstrated success in environmental stewardship.

As a sponsor of STORM, a sponsor may have a reference placed on STORM's website stating that they are indeed an official sponsor of STORM. Sponsors may also be allowed to use the term "(Sponsor Name) is a proud sponsor of STORM" (the use of proud is optional).
