The Town of Gilbert is regulated through a permit issued by the Arizona Department of Environmental Quality (ADEQ) for storm water discharges to waters of the United States . In compliance with our permit requirements, the Town developed a Storm Water Management Program (SWMP) which describes how the Town will address the following topics:
- Public Education and Outreach
- Public Participation and Involvement
- Illicit Discharge Detection and Elimination
- Construction Site Storm Water Runoff Control
- Post-Construction, Development and Redevelopment Controls
- Pollution Prevention and Good Housekeeping for Municipal Operations

Additionally, in August 2004, the Gilbert Town Council passed the Storm Water Pollution Prevention Ordinance. Development of an ordinance was a requirement of our permit. The ordinance prohibits the discharge of pollutants into the Town's storm water drainage system, which includes the streets, curbs, and gutters.
